What drives local climate change adaptation? A qualitative comparative analysis

Climate change impacts vary wildly across different geographical contexts and their effects are primarily felt on the local level, generating demand for solutions. The level plays a key role in adaptation to climate change. Nevertheless, most European countries has yet be integrated comprehensively into policy agendas. To further our understanding of this slow pace progress, we study 21 Swiss Alpine municipalities exposed variety natural hazards issues exacerbated by impacts. Building established research hazard management adaptation, expect four factors play decisive roles, either own or combination with each other: Past extreme events, risk exposure, perceived existing policies at superordinate levels. We test these expectations using qualitative comparative analysis (QCA). find that significant past events high come close being necessary conditions measures. High its is also sufficient condition measures taken while absence no taken. Thus, importance perception exceeds expectation as it clearly been revealed important factor. Future should focus disentangling levels public investigate acceptance among actor groups decisions.
